This is a restoration case, not a normal extension. If the permit expired before the student applied, student status is lost and the student must address restoration before resuming studies.

A change of school or level can change the PAL/TAL analysis and the steps needed for the new study permit.
IRCC has specific rules for changing schools or programs while an extension is pending. The student's facts matter, including whether they have left Canada. Confirm the current IRCC conditions before advising the student to begin at the new institution.
