Singapore tuition varies widely by institution, programme, nationality category, subsidy status and academic year. Never use a single “Singapore tuition fee” for every course.

Tuition Grant and fee planning

MOE Tuition GrantFor eligible publicly-funded programmes, international students may be able to receive the MOE Tuition Grant competitively. The grant reduces subsidised tuition but comes with a three-year work obligation in a Singapore entity for international recipients who accept it.
Non-subsidised feesIf an international student is not awarded or does not accept the Tuition Grant, the applicable non-subsidised fee can be substantially higher. Always use the exact institution fee schedule.
AccommodationOn-campus housing is not guaranteed. Compare residence fees, deposits, meal arrangements, utilities and commute before choosing a budget.
Other costsAllow for student/miscellaneous fees, insurance, books, laptop/software, transport, deposits, visa/immigration charges and personal expenses.

07 · FINANCIAL PLANNING

Financial planning & immigration readiness

Singapore does not use one universal “bank balance” figure for every Student’s Pass applicant. ICA may request information about financial support, and institutions may set their own financial requirements.

Tuition: use the exact programme offer/fee schedule.
Accommodation: budget for deposits, first month and possible utilities.
Living costs: plan at least a realistic monthly budget; NUS guidance gives S$1,550–3,400/month off-campus as a broad planning range.
Student’s Pass: S$45 application processing fee + S$60 issuance fee; S$30 Multiple Journey Visa if applicable.
Emergency reserve: keep accessible funds for travel, health and unexpected expenses.
Funding evidence: maintain genuine, traceable evidence of financial support and avoid unexplained deposits.
Important: Do not present future part-time earnings as the primary source of funds for the study plan. Work rights are conditional and limited by MOM rules.

Do not overstate funds: financial documents should tell a consistent story about the student's background, sponsor income, available savings and expected study costs.

Singapore Student’s Pass

Foreign students accepted for full-time study at eligible Singapore institutions generally need a Student’s Pass unless they hold an immigration status that exempts them.

Important Student's Pass distinctions

IHL applicantsFor listed Institutes of Higher Learning, ICA currently requires online application at least 2 months and not more than 3 months before course commencement.
Private Education InstitutionsPEI applications use the ICA e-Service and have different processing windows depending on EduTrust status.
Entry visaIf an entry visa is required, ICA states it is included with the IPA. The IPA is not itself a guarantee of entry.
After approvalTravel only with the required documents and follow the institution/ICA instructions for completion of Student's Pass formalities.

Documents for Student’s Pass

ICA's current Institutes of Higher Learning checklist requires personal, academic, travel-document and financial-support information. Exact documents can vary by applicant and institution.

Registration Acknowledgement Letter from the school.
Travel document biodata page and birth certificate where applicable.
Personal history: previous residences, education and employment.
Parents’, spouse’s and/or siblings’ information where applicable.
Singapore residential address/contact details.
Recent passport-sized digital colour photograph taken within 3 months.
Financial-support information and supporting evidence if requested.
Official translations for documents not in English, where applicable.
Medical: A medical examination report may be required before Student’s Pass issuance depending on the conditions stated in the IPA letter.

Student's Pass document pack — practical checklist

Compliance after issuance

Keep your pass validMonitor the Student's Pass expiry date and follow ICA/institution instructions for renewal or cancellation.
Remain enrolledMaintain the full-time course status for which the Student's Pass was issued and comply with institutional attendance/progress rules.
Course changesDo not assume a transfer, new programme or new institution is automatically covered. Follow the relevant ICA procedure before changing status.
Work complianceOnly work under a valid exemption or work pass. Breaches can affect immigration status and future applications.

Completion / cancellation

When studies end or the Student's Pass is no longer required, follow ICA and institution procedures for cancellation and departure/status transition. A Student's Pass is not a general employment permit after graduation.

Keep records: retain the IPA, digital Student's Pass details, enrolment records, tuition receipts, accommodation records and key immigration correspondence.

12 · STUDENT WORK

Work while you study

Student’s Pass holders do not have a general unrestricted right to work. MOM allows work without a separate work pass only when the student and institution meet the specific exemption rules.

Important restrictions

The institution must be on MOM’s eligible list for the relevant exemption.
Exchange students are not allowed to work under the Student’s Pass exemption.
Work outside the exemption may require a separate work pass.
Once studies end and the Student’s Pass expires/cancels, a work pass is needed to continue working.
Never promise part-time work as guaranteed income. Eligibility depends on the exact institution, activity and MOM rules.

Term-time work: exact exemption concept

MOM's current exemption is not a blanket student work right. For eligible listed institutions, a Student's Pass holder may work without a separate work pass if the work is limited to 16 hours per week or is a qualifying industrial attachment/internship that contributes toward graduation requirements.

Vacation work

Eligible full-time students at MOM-listed institutions can work during vacation without a work pass, subject to MOM's conditions, including holding a valid ICA-issued Student's Pass.

Check the institutionThe MOM eligible-institution list is specific. Never rely on the course title alone.
Check the activityIndustrial attachment must meet the relevant course/institution requirements; other work may require a separate pass.
Exchange studentsMOM states exchange students are not allowed to work under the Student's Pass exemption.

13 · POST-STUDY PATHWAYS

Post-study opportunities

Singapore does not provide an automatic universal “post-study work visa” simply because a student graduates. Continued employment requires an appropriate work pass and an eligible employer/job.

Employment Pass (EP)

For foreign professionals, managers and executives. Current minimum qualifying salary starts at S$5,600 outside financial services and rises progressively with age; COMPASS also applies unless exempt.

S Pass

For eligible skilled workers. Current minimum qualifying salary starts at S$3,300 outside financial services and rises progressively with age; employer quota/levy rules also apply.

Employer-sponsored route

The employer or appointed employment agent applies for the relevant work pass. A job offer alone does not guarantee approval.

Entrepreneurship

Entrepreneurial pathways are separate from the Student’s Pass and depend on the applicable immigration/work framework.

2027 planning note: MOM has announced EP minimum qualifying salary increases to S$6,000 and S Pass to S$3,600 for new applications from 1 January 2027. This guide is dated 25 August 2026, so these future thresholds are shown only as a planning alert.

What happens after graduation?

Job offer firstThere is no automatic graduate work permit. The graduate generally needs an eligible employer and job that meets the requirements of the relevant work pass.
Employment PassCurrent qualifying salary starts at S$5,600 outside financial services and S$6,200 in financial services, with age-based increases. COMPASS applies unless an exemption applies.
S PassCurrent qualifying salary starts at S$3,300 outside financial services, with age-based increases and employer quota/levy requirements.

2027 planning alert

For new applications from 1 January 2027, MOM has announced higher qualifying salaries: EP from S$6,000 and S Pass from S$3,600, with higher age-based thresholds. Financial services has a separate higher EP threshold.

Career planning: choose programmes with realistic occupational outcomes, but never promise a specific work pass, salary or permanent-residence result.

Family & refusal-aware support

Family accompaniment

A Student’s Pass does not automatically create a dependent residence right for every family member. Any family member’s status must be assessed separately under the applicable ICA framework.

Parent / grandparent LTVP

ICA has a specific Long-Term Visit Pass route for a parent or grandparent of a child/grandchild studying in Singapore on a Student’s Pass, with local-sponsor and other conditions.

Financial consistency

Funding should be credible, traceable and consistent with tuition, accommodation and living-cost obligations.

Academic credibility

Choose a programme that makes sense from the student's prior education, career objective and academic profile.

Document integrity

Do not submit altered, misleading or unverifiable documents. ICA may request additional evidence.

Final authority

Admission, Student’s Pass issuance, entry and work-pass decisions remain with the competent institutions and Singapore authorities.

Family options — do not assume automatic dependants

Student's Pass is individualA student's immigration permission does not automatically give a spouse or child a dependent pass.
Parent / grandparent routeICA has a specific LTVP route for a parent or grandparent of a child/grandchild studying in Singapore on a Student's Pass, subject to local-sponsor and other conditions.
Dependant's PassFamily status can arise through other qualifying work-pass arrangements, but this is separate from the student's Student's Pass.

Refusal-aware preparation

Keep academic intent, financial capacity, document history and course selection coherent. If ICA requests additional information, respond accurately and within the stated timeframe. Never submit altered, incomplete or misleading documents.

Final authority: Admission, Student's Pass, entry, LTVP and work-pass decisions remain with the competent Singapore institution, ICA or MOM under the applicable rules.
